Staffing Policies and Procedures
The prosecutor assigned to the MNVP grant is Dean Archibald. Mr. Archibald is a Deputy District Attorney is a member of the California Narcotics Officers Association. Mr. Archibald is an experienced Deputy District Attorney who has successfully tried many felony jury trials.
The investigator assigned to the MNVP grant is Steve Jacobson. Mr. Jacobson has been a peace officer since 1991 and is a decorated war hero. He is an expert in the handling of narcotics cases and is extraordinarily adept at discovering links and leads crucial to the successful prosecution of our cases. His tireless efforts have made strong cases out of what appeared to be un-winnable situations. Mr. Jacobson has numerous hours of advanced training in drug enforcement classes in addition to his basic law enforcement supplemental training. He is respected by the courts, attorneys, and his peers as a man of integrity and determination. Mr. Jacobson is an aggressive, self-motivated, and pragmatic investigator, who wants to make a difference in the impact this program is having on the drug merchants on our streets.
The MNVP prosecutor and investigator work closely with the Stanislaus Drug Enforcement Agency (SDEA) and the HIDTA agents to target both cases and defendants for MNVP unit prosecution. Both the MNVP prosecutor and investigator are housed at the SDEA office along with the SDEA and HIDTA agents. This combination of prosecution and law enforcement allows for a more efficient prosecution of cases involving major narcotics vendors.
The MNVP prosecutor is able to directly review search warrants and to directly discuss search/case issues with the agents before problems arise. This allows for a more efficient and effective use of drug interdiction assets. Searches are made stronger and motions avoided by this advance planning.
The MNVP investigator and prosecutor participate directly in planning and service of search warrants and probation searches. The law enforcement agents in Stanislaus County know that the MNVP unit is available to assist them with search/seizure issues on all major cases. |
